The United Nations Office on Drugs and Crime collaborates with the police from China and Myanmar to combat drug trafficking organizations led by the Saca group, which aims to sell drugs worldwide through China. Forest police officer Zheng Hongfeng inadvertently gets involved in a major drug trafficking case and finds himself in a dangerous situation. To avenge his colleague who was killed by drug traffickers and to prevent drugs from flowing into China, he teams up with Old Wu, who has suffered under the tyranny of drug dealers, and confronts the traffickers in the dense border forest.
