In the 1930s, the ghost of war loomed over the world. The Nazis believed that sorcery could help them achieve victory, so they dispatched their agents to seek convenient "remedies for governance." In 1936, in a remote village called Vengeance Creek in West Virginia, USA, the honest and kind-hearted Worner family welcomed an unexpected guest. Dr. Richard Voss (played by Michael Fassbender), affiliated with the North American German Heritage Academic Council, arrived here and stayed with the Worner family. Though the family felt uneasy, they kindly accepted Dr. Voss for the sake of money, showing him sincere enthusiasm, not realizing that he brought unimaginable disaster with him. In 2007, police officer Ivan Marshall (played by Henry Cavill) was struggling in life. His brother Victor (played by Dominic Purcell) had gone missing for a time. Just when he thought his brother was dead, Victor suddenly reappeared and took him to Vengeance Creek. What trials has Victor endured? What connection does it have to the Worner family's experience in the 30s?
