FBI junior agent Eric (played by Ryan Phillippe) is recalled from an outer mission by headquarters and ordered to monitor Robert (played by Chris Cooper), the head of the FBI's information security department, who is suspected of treason. Robert has been involved with Soviet agent Zhou Xuan for over twenty years, but there is evidence that Robert has continued to sell intelligence to them in recent years.
