The film tells the story of a group of state troopers in Vermont, who spend most of their time on the highways playing pranks on speeding drivers, taking the seized sports cars for joyrides, and sparring with local police. Their good days come to an end as the government grapples with significant financial expenditure, leading to rumors of layoffs among this group of "slackers." To avoid being cut, they plan to show initiative, but there isn’t much going on in their remote border area to warrant such efforts. During a routine checkpoint, they discover traces of drug smuggling, and as everyone springs into action to pursue, they realize they themselves are targets of the city police.
