The story takes place in a distant future where every corner of the world suffers from nuclear contamination, the ecosystem is nearly destroyed, resources are drastically reduced, and human survival is under great threat. To reduce the population, the government mandates that each family can only have one child. John (played by Christopher Lambert) was once a special forces soldier. An accident caused him and his wife Karen (played by Loryn Locklin) to lose their child. Later, Karen becomes pregnant again, and to give birth to the baby in her womb, Karen and John embark on a journey to escape. At the border, John is captured and imprisoned in an underground jail. The prison guards implant a device called "ZED-10" in John's body to monitor his every move, even his thoughts or dreams. By chance, John learns how to remove the device, and freed from surveillance, he decides to escape with his wife and their soon-to-be-born child from the lair.
