The Singapore Black Hawk organization specifically targets the Hong Kong insurance industry. The leader of the Black Hawk group, Chen Zuping, has a daughter named Lisa (played by Hu Yanni) who returns to Singapore after studying in France. Investigator Zhang Shijie (Zhang Chong) tries to contact Chen through Lisa. After getting to know Lisa, Zhang is continuously targeted and hunted down, eventually discovering that Chen had been murdered a year ago, with Hu Mei (Du Juan) issuing orders in Chen's name to commit crimes. Zhang engages in a fierce battle with Hu and the Black Hawk group, ultimately killing Hu.
