Joan (Andy Garcia) is an experienced detective who has been transferred from Los Angeles to serve in a small town in California. A shocking dismemberment murder has occurred in the town, and Joan, along with his partner Gus (Lance Henriksen), becomes the lead investigator on the case. During the investigation, Joan discovers that this is not just a simple murder; there have been several unsolved cases before, and it is likely that the killer is the same person.
