A sudden maritime disaster occurs in the calm Tokyo Bay. While people speculate whether it’s caused by an undersea volcanic eruption, a gigantic monster emerges from the water and lands in the city. The Japanese government establishes the "Department of Emergency Management for Unknown Massive Creatures," gathering the nation's odd talents to join. Research reveals that the monster was born from radioactive contamination and is named Godzilla. After various failed attempts to deal with the monster, the “Department” ultimately decides to launch an armed attack on Godzilla. However, this enormous monster has undergone a more terrifying evolution, and all of Tokyo is about to become a hell on earth.
