The cunning Miami businessman Carter (played by Cole Hauser) uses his trading company as a front to engage in international money laundering activities. Although the FBI has been monitoring him for a long time, Carter is very careful and lives almost cut off from the world, so they have not been able to find evidence of his crimes. The FBI learns that Carter is very fond of underground racing and is the leader of the local street racing gang. To obtain evidence of his crimes, they have no choice but to enlist Brian (played by Paul Walker), who successfully cracked the Los Angeles street racing gang's car theft case in the previous installment, to return to action. Brian quickly gains Carter's trust and becomes good friends with him through his outstanding driving skills and involvement in criminal activities with the street racers.
