The cunning Miami businessman Carter (played by Cole Hauser) uses his trading company as a front to engage in international money laundering activities. Although the FBI has been monitoring him for a long time, Carter is very careful and lives almost cut off from the world, so they have not been able to find evidence of his crimes.
