Former O-record police officer Li Jun (played by Liu Qingyun) is obsessed with solving cases, neglecting his personal life entirely. Due to his lack of care for his family, his wife commits suicide from depression. After this, Li Jun becomes increasingly deranged and speaks nonsensically. Following the Demon Police case, he is expelled from the police force for aiming his gun at a fellow officer while pursuing a case. Seventeen years later, a group of mysterious young people commits a series of horrifying murders, each case eerily replicating sensational cases from many years ago, with all victims being suspects from those past cases. Moreover, they leave behind the case file number for the next incident after each crime. It is evident that this resembles an organized revenge event by the victims' families. During this time, Li Jun, who has been sleeping under a bridge, accurately predicts the time and location of each revenge, earning the admiration of female police officer Chen Yi (played by Cai Zhuoyan) from West Kowloon, as well as raising suspicions from her colleague and husband Fang Lixin (played by Lin Feng) and Li Jun's former partner Huang Xin (played by Li Ruotong).
