The story takes place in a small coastal town in America during World War II. An eight-year-old boy named Pepper (played by Jakob Salvati) is naturally small and frail, which causes him to be bullied by his peers and earn the nickname "Little Boy." His best friend and partner is his tall, strong father, James (played by Michael Rapaport).
