The story takes place in a small coastal town in America during World War II. An eight-year-old boy named Pepper (played by Jakob Salvati) is naturally small and frail, which causes him to be bullied by his peers and earn the nickname "Little Boy." His best friend and partner is his tall, strong father, James (played by Michael Rapaport). Under his father's guidance and companionship, Pepper enjoys a wonderful time until his father is drafted into the military and sent to the battlefield of World War II. While Pepper eagerly awaits his father's return, devastating news arrives: his father has been captured by Japanese forces in the Philippines, and his fate is unknown. At the same time, Pepper and his brother London (played by David Henrie) unleash their wartime hatred on a Japanese man, Hashimoto, in town, resulting in both brothers facing punishment. To educate Pepper, the priest gives him an "ancient list." If he completes all the tasks on the list, he will gain the faith and strength to move mountains and bring his father back from the battlefield.
