Since the implementation of the "Media Betterment Act," Japan in the near future has been embroiled in a fierce tug-of-war over moral restrictions and freedom of speech. The Media Betterment Squad spares no effort in banning and destroying harmful books, while the Library Defense Organization's Book Squad fights tirelessly to protect people's freedom to access knowledge and entertainment, even at the cost of their lives in confrontations with the Betterment Squad. Throughout these confrontations, the stubborn girl Ikku Kasahara (played by Nana Eikura) and the strict instructor Dojo (played by Junichi Okada) deepen their understanding and feelings for each other, bringing their hearts closer. In preparation for the upcoming "Art Festival," the Book Squad decides to lend the symbolically significant "Bibliography of Library Laws" for exhibition at the festival, arranging top-level security for it. However, the Betterment Squad has already caught wind of this and sends a large force to seize the last remaining volume. Behind a series of events, Hikaru Tezuka (played by Sota Fukushi), the brother of the loyal Ministry of Education official Kei Tezuka (played by Tori Matsuzaka), is dedicated to advancing his "Future Plan."
