The story takes place during the late Joseon Dynasty in Korea, a time of chaos and turmoil, where corruption flourishes, those who steal hooks are punished, while those who steal nations are made nobles, and the common people live in misery. In Royong, a lowly butcher named Stone (played by Ha Jung-woo) is ordered by his master Zhao Run (played by Kang Dong-won) to kill. Zhao Run is a local nobleman, skilled in martial arts, yet cunning and cruel. Unfortunately, Stone's attempt fails, leading to the tragic murder of his family. In a moment where his own life hangs in the balance, he is rescued by the Jiri Mountain Bandits. Due to the oppressive acts of wealthy nobles, many burdened commoners flee to the mountains, becoming bandits and waving the banner of fighting for justice. Stone meets heroes such as the renowned archer Ma Hyang, the captain Lu Da-hao, and monk Liu Shih-seng, embarking on a bloody and tumultuous path in life.
