In the town of Köpenick during the reign of Kaiser Wilhelm II, a man named Voigt went to prison for forging and stealing a passport in order to find work abroad. After being released, he took a risk to find a job, impersonating a captain and leading soldiers to surround the town hall, even kidnapping city officials in hopes of obtaining a passport. However, his hopes were dashed, and he ended up in prison once more. When he emerged from jail, he had become the infamous "Captain of Köpenick."
