In Atlantic City, battered by a storm, a boxing match is about to take place in the arena. Local detective Rick (Nicolas Cage) is not only extorting gamblers but also cheering for the old boxing champion Tyler. The match has attracted the presence of the Secretary of Defense, and Navy Chief Kevin, who serves as the Secretary's bodyguard, is able to meet his old friend Rick, and the two have a lively conversation. When the match begins, a red-haired woman captures Kevin's attention, while a silver-haired woman whispers to the Secretary. At the moment Tyler is knocked down, the Secretary is shot, and the assailant is killed on the spot by Kevin. From the match footage, Rick discovers that the boxing match is rigged; using Tyler as a breakthrough point, Rick identifies several suspicious individuals behind the scenes and pressures the true culprit to silence his accomplices. Meanwhile, the silver-haired woman Julia reveals the truth to Rick: the arms dealer falsified missile test results for profit and assassinated the Secretary to prevent exposure. Rick decides to take on his responsibilities as a police officer and bring the criminals to justice.
