In this sequel, Omni Consumer Products, the company that produces RoboCop, controls law enforcement in Detroit, where police officers are on strike due to delayed salaries. Kane (played by Tom Noonan), the leader of a crime syndicate, profits immensely from the popular drug "Nuke," resulting in rampant violence and a severe breakdown of public order. RoboCop Murphy (played by Peter Weller) investigates the drug trade and destroys Kane's drug manufacturing plant, but is ambushed by Kane's gang and brutally dismembered. Meanwhile, Omni Consumer Products takes advantage of the city's financial troubles to attempt to bring the administration under corporate control. The company's new RoboCop development program repeatedly fails, prompting them to enlist psychologist Dr. Fax to help with the design. Fax alters Murphy's command program, rendering him unable to function normally. Free from the faulty programming, Murphy leads a group of passionate officers to raid Kane's headquarters, but Fax ends up transforming Kane into a massive RoboCop, making another battle between Murphy and Kane unavoidable...
