The family of a deceased senator inadvertently discovers a relic of the senator—a roll of 8mm film that contains the entire process of a girl being brutally murdered. They hand it over to a private detective, Tom Welles (played by Nicolas Cage), to investigate the truth. Tom Welles's previously calm life begins to be filled with crises.
