In the New York Police Department, the Tierney family is well-known. Old Francis Tierney (Jon Voight) has achieved countless accomplishments and holds a high reputation in both the legal and illegal worlds. His son, Francis Jr. (Noah Emmerich), brother Ray (Edward Norton), and son-in-law Jimmy Egan (Colin Farrell) are equally dedicated in their roles as police officers. One night, while attending a football game, Jimmy receives devastating news: a shooting has occurred in his jurisdiction, resulting in several police officers being shot dead. Encouraged by his father, Ray joins a special task force to begin the hunt for the suspects involved.
Throughout the investigation, Ray uncovers more and more suspicious clues, leading him to suspect that Jimmy, Francis Jr., and even his beloved father might be involved. Justice becomes tainted at this moment, and Ray's path of investigation is filled with twists and dangers...
