On New Year's Eve, a mysterious killer carries out a large-scale remote shooting of revelers in a high-rise building in downtown America. 29 people are killed, each with a fatal shot, and no shell casings or fingerprints are found at the crime scene, leaving no trace of the killer. Three days later, the killer strikes again at a large shopping mall, leading to the deaths of dozens of citizens and security personnel, and a team of SWAT officers is annihilated by the killer’s grenade attack. FBI Director Lan Mark (played by Ben Mendelsohn) and his protégé, young officer Eleanor (played by Shailene Woodley), are tasked with the investigation, but the state government and local police department attempt to seize credit, vying for power and profit, even carrying out SWAT operations that Lan Mark strongly opposed, which ultimately leads to civilian casualties being blamed on him—a situation that is utterly absurd and completely out of control. It is in this absurd evil world that today’s killer is shaped. As the master and apprentice find themselves at a dead end, Eleanor discovers a crucial clue that draws her infinitely closer to the abyss of evil.
