Nino (Wesley Snipes) starts off as a small-time hustler on the streets, later forming a gang with a group of close friends. Their ambition is grand – to become the biggest drug lords in New York. Nino's methods are ruthless, and anyone who dares to stand in his way or wants a piece of the pie meets a deadly end. After eliminating all his competitors, Nino finally realizes his dream. Despite the police in the city avoiding Nino at all costs, rookie cop Scott (Ice-T) does not buy into the fear surrounding him. He sends his informant to infiltrate the gang as an undercover agent, but the crafty Nino quickly sees through Scott's tricks. To make matters worse, Scott himself develops a drug addiction.
