As local counties strive to attract tourists and enhance their local visibility, the financially struggling Kochi Prefecture, which has one of the lowest fiscal revenues in the country, can no longer afford to stand by idly, leading to the establishment of the County Hall Reception Division. As a member of the reception division, Shigeki Kamo (played by Ryo Nishikido) is full of enthusiasm with his colleagues but seems to have no clue where to start. Under the guidance of the tourism ambassador, writer Josuke Kimen (played by Ken'go Takara), the tourism division first recruits the young and beautiful contract employee Taki Amegami (played by Maki Horikita) to assist Kamo, and then brings in the retired employee Kazumasa Kiyotaka (played by Eiichiro Funakoshi), who was wrongly sidelined by the prefectural government due to the "Panda Introduction Theory." With the passionate and sincere efforts of Kamo and Taki, Kochi's tourism plans are effectively promoted. As this group of people who love their hometown work together, the distance between their hearts gradually narrows...This film is adapted from the work of Hiroshi Arikawa, the author of "Library Wars."
