In the winter of 2002, the Yokohama Bay Bridge was suddenly destroyed by a fighter jet. Although the media reported it as the work of the Self-Defense Forces, the fact is that this fighter jet did not actually exist. This led to a widespread distrust of the Self-Defense Forces among the public. Captain Goto (voiced by Ryuusei Ohbayashi) of the Special Vehicle Division 2, Second Team, suspects that this incident is related to the disappearance of a Self-Defense Forces member, Tsuge, during an incident in 1999—when a robot squad from the Japan Ground Self-Defense Force was annihilated during a United Nations peacekeeping operation. Tsuge was the former lover of Captain Nagumo (voiced by Yoshiko Sakakibara) of the First Team of the Special Vehicle Division 2. Public distrust reached its peak, as Tokyo, under martial law, faced the threat of massive riots amidst fears of an impending war. With the help of ace member Arakawa, Goto (voiced by Ryuusei Ohbayashi) and Nagumo track down Tsuge's whereabouts. Goto gathers the original members of Special Vehicle Division 2, including Izumi (voiced by Miina Tominaga) and Shinohara (voiced by Toshio Furukawa), and activates PATLABOR robots to attack Tsuge's base... This film is the second theatrical release of "Patlabor," directed by Mamoru Oshii.
