The story is adapted from the novel of the same name by Nagamura Kyo. Set in Tokyo after the 1924 Great Kanto Earthquake, the film follows former intelligence officer Yoko Owase, who at the age of 16 began her mission and killed 57 people over three years, earning her the title of "the most disposable Japanese" by embassies from various countries. After losing contact, she encounters a young boy, Shinta Saimi, who is being pursued by elite army forces for having knowledge of the whereabouts of the vanished army funds. Together, they engage in war and fight against the Japanese army.
