The critical material for manufacturing nuclear weapons, enriched uranium, has leaked from that country on the Korean Peninsula, attracting high attention from neighboring countries like Japan, South Korea, and even the United States. To prevent potential nuclear terrorist attacks, the CIA, Public Security, and NIS dispatched numerous agents, leading to a silent spy war during peacetime. Kenji Sumimoto (played by Atsurō Watanabe), the head of the Foreign Affairs Division of Public Security, is tasked with finding the missing former Japanese scientist Chang-yi Xu (played by Min Tanaka). Meanwhile, the Japanese-Korean businessman Masahide Okuda (played by Hyun-jun Shin) is a major suspect and becomes a focus for the Foreign Affairs Police.
