On October 26, 1979, then-South Korean President Park Chung-hee was shot dead by his close associate, plunging the situation into turmoil. To investigate this incident, Army Security Commander Chun Doo-hwan (played by Hwang Jung-min) was appointed as the head of the Joint Investigation Headquarters, and this naturally rebellious man seized the opportunity to expand his power, forming alliances and nurturing loyalists, with his wolfish ambition evident. To contain Chun Doo-hwan, the Chief of Staff appointed General Lee Tae-sin (played by Jung Woo-sung) as the commander of the capital's garrison to prevent internal strife.
