In the year 2500, the polar glaciers of Earth have largely melted, and the planet has become an ocean. People can only survive on the water, building floating islands, while soil has become a rare commodity. One day, a lone sailor (played by Kevin Costner) arrives, trading a can of soil for fresh water and tomato seedlings. Just as he is about to leave, the locals discover he has gills and webbed feet, believing him to be a monster. They imprison him, preparing to execute him in a few days.
