A series of brutal murders has caused Officer Jeong Tae-sik (played by Kim Mu-yeol), who is in charge of maintaining security in the area, a great headache. Various clues indicate that these cases are all committed by the same person. One day, gang leader Jang Dong-soo (played by Ma Dong-seok) is also attacked by a mysterious man, and severely injured. In order to restore his reputation in the industry, he decides to team up with Jeong Tae-sik to investigate the case. Although both sides have the same goal, many conflicts arise between the righteous police officer and the evil gangster. Jeong Tae-sik and Jang Dong-soo reach an agreement that whoever captures the serial killer first can dispose of him as they see fit. Thus, Jeong Tae-sik and Jang Dong-soo begin their relentless investigation. As time goes by, trust and friendship gradually develop between the two opposing figures. Meanwhile, they discover that the murderer they are facing is far more evil than they had imagined.
