A national secret factory in North Korea has a counterfeit currency production rate exceeding ninety-nine percent. The head of the North Korean special forces, Cha Ki-sung, lost his wife in a previous operation and, feeling dissatisfied with the country, decided to lead his subordinates to defect from North Korea. Before leaving, he intended to steal the factory's most valuable counterfeit template. Lin Jeol-ryeong (played by Hyun Bin), the leader of Cha Ki-sung's subordinates’ action team, led his team members in a fierce gunfight against Cha Ki-sung and his group. In the end, only Lin Jeol-ryeong survived, while all other workers and security personnel were killed, including Lin Jeol-ryeong's wife. The high command of the North Korean military ordered that the counterfeit template must be retrieved, and Lin Jeol-ryeong became determined to hunt down Cha Ki-sung for revenge no matter the distance. North Korean intelligence received information that after escaping, Cha Ki-sung traveled through several cities in China and ultimately fled to Seoul, South Korea. During the high-level talks between the North and the South, the North Korean military leadership brought Lin Jeol-ryeong to Seoul as an attendant and notified the South Korean police to initiate a joint operation to capture Cha Ki-sung. The South Korean police were unaware of Cha Ki-sung's true identity and the actual intentions of the North Korean officials, so they sent detective Kang Jin-tae (played by Yoo Hae-jin), who was only going through the motions, to assist Lin Jeol-ryeong while actually monitoring North Korean activities.
