In the 1960s, corruption flourished in the Hong Kong police force, leading to brutal prisons. Cheng An (played by Tony Leung), a journalist for the "Zheng Bao," exposes the dark side of the police, making him a target for Inspector Zhang Yaozu (played by Ng Yuet-kwong). Zhang frames Cheng for drug possession, resulting in his imprisonment, and also tarnishes Cheng’s girlfriend Xiao Ci (played by Chang Man-chi). Inside the prison, Cheng, an outsider to the gangsters, is bullied despite being under the watch of the kind-hearted Yang Tou (played by Ng Man-tat). Using his integrity and knowledge, Cheng advocates for the rights of inmates and gradually earns the respect of the gangsters, improving his life in prison. Soon, the warden "Inhumane" (played by Lam Kwok-bun) causes the death of inmate "Three Legs" (played by Xu Jinjiang). Cheng utilizes his journalist friends to avenge Three Legs. Xiao Ci uses another inspector’s influence to get Zhang Yaozu imprisoned. Now a convict, Zhang plans to take revenge on Cheng, leading to an inevitable confrontation...
