In the 1960s, corruption flourished in the Hong Kong police force, leading to brutal prisons. Cheng An (played by Tony Leung), a journalist for the "Zheng Bao," exposes the dark side of the police, making him a target for Inspector Zhang Yaozu (played by Ng Yuet-kwong). Zhang frames Cheng for drug possession, resulting in his imprisonment, and also tarnishes Cheng’s girlfriend Xiao Ci (played by Chang Man-chi).
