A serial killer nicknamed "Blitz" emerges in the city, stealthily killing multiple police officers with nothing but a hammer. No one knows his whereabouts, and his polished methods make it difficult for the police to solve the case. Arrogantly, he reports the details of his murders to Dunlop (David Morrissey), the editor responsible for the crime section of a newspaper, seeking public attention.
