The story takes place in the autumn of 1940 in Japan. To strengthen cultural regulation during wartime, the government established a Theater Inspection Division within the police station. The stern and unyielding inspector, Osakasaka (played by Hiroshi Yakusho), who was just transferred from the puppet state of Manchukuo in Northeast China, holds the power of life and death over theatrical scripts. The comedy writer Tsubaki (played by Goro Inagaki) from the University of Laughter brings his script to Osakasaka's investigation room, which triggers a hilarious tug-of-war over the comedic script. This story unfolds over a span of seven days, during which Osakasaka's malicious harassment continually escalates, throwing unreasonable demands at the screenwriter Tsubaki one after another. As Tsubaki cleverly responds to each challenge, he inadvertently creates an unprecedented brilliant comedic script. Even Osakasaka, who has always despised comedy and wished for it to vanish from the earth, becomes lost in his original intentions, gradually getting absorbed in Tsubaki's funny stories. He even helps Tsubaki revise the script, taking its comedic level to new heights. However, their political positions ultimately lead them to conflict, and Osakasaka plays his trump card against Tsubaki. Will Tsubaki be able to complete this seemingly impossible task...? This film was nominated for Best Screenplay and Best Actor at the 2005 Japanese Academy Awards.
