On Phoenix Island, three hundred kilometers away from Tokyo, an incident occurs where a person is trampled to death by horses, which leads Sugiura Ukyo (played by Yutaka Mizutani)'s old partner, Kobato Taku (played by Mitsuhiro Ikegawa), to come to him. This private island is being used as a training base by a militia organization with connections to the Self-Defense Forces, and it appears this organization is suspected of manufacturing biochemical weapons. Kobato is ordered by the Deputy Chief of Police, Kai Minaaki (played by Koji Ishizaka), to have Sugiura and his partner Kai Akira (played by Kenta Narumi) go to Phoenix Island under the guise of investigating the case, while secretly looking for evidence of the biochemical weapons. The special investigation duo is guided to the scene of the incident by the militia organization's leader, Kamuro Tsukasa (played by Takeshi Iharra), and Sugiura begins to suspect that there may be some human factors behind this accident.
