Due to the proper handling of the Batista team incident, Dr. Taguchi (played by Yuko Takeuchi) is appointed as the chairperson of the ethics committee at the Toshijo University Hospital, above Associate Professor Numata (played by Masanobu Takashima). One day, Taguchi receives an anonymous tip-off stating that the director of the emergency center, Koichi Hayami (played by Masato Sakai), and the head nurse, Hanabusa, are involved in illegal activities with the Literary Medical Supplies Company. Meanwhile, a Kousei Labor Ministry investigator, Keisuke Shiratori (played by Hiroshi Abe), who is in the hospital due to an injury, also receives a similar letter. He and Taguchi secretly begin an investigation, discovering that despite Hayami's exceptional medical skills, his stubbornness has created numerous enemies within the hospital, making it exceedingly difficult to identify the informant. At the same time, a salesman from the Literary Company, Ibu, suddenly falls to his death. The truth remains elusive... This film is adapted from a work by Akira Kaido.
