In the 38th year of the Showa era, the Hiroshima War waged by the Akashi Group and the Shinkawakai faction escalated, leading to the continuous murder of innocent civilians. Under tremendous pressure from public opinion and the populace, the police mobilized all forces to launch an operation named "Top Fight" against organized crime. Kouno Masakazu (played by Bunta Sugawara) seeks to strengthen his power by persuading the neutral faction's president, Okajima Tomotsugu (played by Asao Koike), to join the Akashi side. Meanwhile, Kouno Group officer Kawanishi Kiyoshi (played by Nobuo Yana) is stabbed, leading to an escalation of the conflict and a surge in attacks. Akashi Group's Iwai (played by Tatsuo Umemiya) devised a plan to gather the Western Japan Alliance during Kawanishi's funeral to launch a surprise attack on the Yamamori Group. However, the plan was leaked by Daito (played by Takeo Kato), and Yamamori Yoshio (played by Nobuaki Kaneko) reported to the police, leading to Kouno's arrest. Subsequently, a series of incidents including attacks on Kouno Group members and the stabbing of Okajima put the Akashi side at a disadvantage.
