In Showa 41, the police's "Top Battle" severely impacted the Hiroshima underworld. Takeda Akira (played by Kobayashi Akira), released on bail, assessed the situation and formed the "Tenseikai" with his old associates, existing as a legitimate political party in society. Members of the Gonou Group assassinate Tenseikai officials, leading to disagreements on how to handle the situation within Tenseikai. Faced with imprisonment again, Takeda passes the presidency to the new generation's Matsumura Yasushi (played by Kitaoji Kinya), while veteran figures Ootomo Katsutoshi (played by Anno Koji) and Hayakawa Hideo (played by Orimoto Junki) are skeptical of Takeda's faction abandoning the yakuza lifestyle and conspire with Gonou's brother Iwase Terukichi (played by Matsukata Hiroki) to seize control of Tenseikai.
