In the late 1960s, tensions were high on the Korean Peninsula as both sides engaged in frenzied espionage and assassination operations. In January 1968, Kang In-chun (played by Hyun Bin) was sentenced to death for murder. Before his execution, he was suddenly summoned to the detention room to discuss the conditions for an alternative to the death penalty with a special forces officer. He would be sent to the remote island of Real Tail Island in the southwest to undergo special military training. At the same time, another 30 death row inmates accepted the conditions set by the special forces officer and were recruited to Real Tail Island for a special mission.
After the 31 death row inmates arrived at Real Tail Island by fishing boat, they were announced by their superior, Lieutenant Choi Jae-hyun (played by Ahn Sung-ki), to form the "684 North Unit," aimed at assassinating North Korean leader Kim Il-sung, and immediately underwent a series of hellish physical and military training.
However, three years later, due to a change in South Korean government policy, the plan for the "684 North Unit" was canceled, leaving the 31 members' futures uncertain. They felt betrayed by the country and could only find ways to save themselves...
