On a torrential rainy night, tough detective Chul-jung suddenly finds himself needing to relieve himself during a surveillance operation but can't find a place to "solve" his problem. After hiding behind a light pole to finish "solving," a mysterious man in a raincoat brushes past him. Chul-jung finds the man suspicious and approaches to question him, but suddenly the knife in the mysterious man's hand flashes by, causing Chul-jung to bleed from the corner of his eye, and the man disappears without a trace. One week later, a murder occurs in Chul-jung's area. The victims are an elderly couple, and the police discover they were stabbed multiple times, leaving the murder weapon at the scene. However, everyone is still at a loss regarding the case. Chul-jung carefully examines the bodies and suddenly remembers being attacked by the mysterious man in the rain that night, recognizing that the murder weapon is the same knife the man was holding. Chul-jung concludes that the man is the killer. After extensive investigation, Chul-jung suspects investment company consultant Kyu-hwan the most, but lacks evidence. Using his authority, Chul-jung sends people to follow Kyu-hwan at all costs, determined to expose him and find evidence of the murder. However, Kyu-hwan is not someone to be trifled with; he uses his power to get Chul-jung demoted in an attempt to stop Chul-jung's harassment. Just then, another murder occurs, with methods identical to the first... The film is filled with Kitano Takeshi-style violent imagery and dark humor, with gory gunshot wounds and brutal stabbings, raising questions about the true essence of so-called justice.
