The "Tokyo War" in the title refers to the intense struggle by students in the fall of 1969 to prevent the Prime Minister from visiting the United States. The film's protagonist, a youth named Motoki, believes that a friend committed suicide due to despair during the struggle. However, his friends do not share this belief. Motoki and his girlfriend screen what they think is footage of the friend before his suicide, but they find it consists of only common scenery from Tokyo. Motoki searches everywhere in the streets of Tokyo for the locations where his friend filmed, wanting to shoot himself, as he feels that without finding out the cause of his friend's death, he cannot find peace. His girlfriend finds this pursuit extremely boring and interrupts the filming numerous times. Later, his girlfriend is raped by a stranger, and Motoki, driven to madness, commits suicide, even witnessing his own death. In the end, Motoki is still unable to determine whether his friend left a suicide note through the film.
