The shocking nationwide case of the rape of a young girl placed heavy pressure on the police after the suspect was shot dead. At the Blue House, under the President's attention, the Police Chief decided to let the inexperienced Captain Choi Jeok-ki (played by Hwang Jung-min) handle the case, promising him a promotion if he succeeds. Choi Jeok-ki reached out to informant Jang Seok-kyu (played by Yoo Hae-jin). Previously, he had arrested real estate tycoon Chairman Kim for bribery during a bidding process, helping Jang Seok-kyu secure ownership of the Haidong Building. Therefore, Jang Seok-kyu agreed to help Choi Jeok-ki find someone to take the fall. He coerced and bribed the second suspect, Lee Dong-seok, into confessing. However, Choi Jeok-ki didn't expect that, after being provoked by Chairman Kim, Jang Seok-kyu would order an assassination at a golf course, capturing photos of Prosecutor Ju Yang (played by Yoo Seung-ho) meeting with Chairman Kim. Upon receiving the photos, Ju Yang was alarmed. During his investigation, he unexpectedly discovered the improper dealings between Choi Jeok-kyu and Jang Seok-kyu, leading him to propose another deal to Choi Jeok-kyu. Thus, a bizarre drama unfolds involving prosecutors, police, and informants... This film won three awards at the 32nd Korean Film Blue Dragon Awards: Best Film, Best Director, and Best Screenplay.
