The chairman of the Kimmen Group, a violent organization, dies in a car accident involving the Tiger faction leader, Shi Dongchao, which causes quite a stir in both the criminal underworld and law enforcement. To curb the Kimmen Group's further infiltration and expansion into legitimate fields, the police promptly propose the "New World Plan," aimed at intervening in the election of the successor of the Kimmen Group. The competition for the chairman title unfolds as Ding Qing (played by Hwang Jung-min), the third-in-command with an overseas Chinese background, and Lee Jong-kyu (played by Park Sung-woong), the fourth-in-command, engage in a series of overt and covert battles.
