Danny (played by Samuel L. Jackson) is an outstanding negotiation expert with a track record of success. Just when his life is smooth sailing, an unexpected twist throws him off balance. His partner discovers that someone in the police department is embezzling public funds, but when he plans to inform Danny of the truth, he is brutally murdered. Danny, the first to arrive at the scene, becomes the prime suspect. Realizing that someone within the police department is framing him as a scapegoat, he takes drastic measures by kidnapping the internal affairs prosecutor and their assistants, hoping to clear his name through negotiations with the police. Danny requests another precinct to send in negotiation experts because he knows that the person trying to harm him is in his own department. So, negotiation expert Spinn (played by Kevin Spacey) arrives from the neighboring precinct to negotiate with Danny. Spinn believes Danny and starts to gather evidence to help him.
