Senior detective Toshiro Takayama (Hiroshi Kan) and Yuji Ooshita (Kyōhei Shibata), legendary partners of the Kanagawa Prefectural Yokohama Port Police Department's investigation section, have experienced countless trials and tribulations over the years. Now successful and accomplished, they are finally approaching their glorious retirement. However, these two restless old boys simply cannot stop; no matter how much they are warned and advised by their section chief, Toru Machida (Toru Nakamura), they still rush headlong into crime scenes. During this time, Japanese organized crime groups and their counterparts from China and Russia are vying for dominance, unwilling to back down. Until one day, the delicate balance of power is suddenly disrupted by a mysterious force.
