In the eye of the typhoon, detective Han Do-kyung (played by Jung Woo-sung) finds himself caught between Mayor Park Sung-bae (played by Hwang Jung-min) and the police team investigating him, resorting to any means necessary for his own survival. The film's main antagonist, Mayor Park Sung-bae, goes to any lengths for personal gain. Detective Woo Sun-mo (played by Ju Ji-hoon), under Han Do-kyung's orders, goes undercover to get close to Mayor Park. Meanwhile, prosecutor Kim Cheo-in (played by Ko Da-won) from the Special Inspection Team is also investigating Mayor Park, portrayed as a ruthless character. To succeed, Han Do-kyung is willing to clean up after Mayor Park's various criminal activities and collects a fee for it. Upon learning that his wife is suffering from cancer, Han Do-kyung uses the excuse of raising medical funds to earn money by any means, gradually straying from police ethics and going down a wrong path. Prosecutor Kim Cheo-in holds Han Do-kyung's weaknesses, while the head of the police investigation team, Do Chang-hak (played by Jung Man-sik), threatens Han Do-kyung to obtain evidence of Park Sung-bae's crimes. Junior detective Woo Sun-mo sees Han Do-kyung as an older brother and infiltrates Park Sung-bae's gang as an undercover agent. Han Do-kyung finds himself in a bind between two forces, and at the same time, Woo Sun-mo is slowly being corrupted.
