In the eye of the typhoon, detective Han Do-kyung (played by Jung Woo-sung) finds himself caught between Mayor Park Sung-bae (played by Hwang Jung-min) and the police team investigating him, resorting to any means necessary for his own survival. The film's main antagonist, Mayor Park Sung-bae, goes to any lengths for personal gain. Detective Woo Sun-mo (played by Ju Ji-hoon), under Han Do-kyung's orders, goes undercover to get close to Mayor Park. Meanwhile, prosecutor Kim Cheo-in (played by Ko Da-won) from the Special Inspection Team is also investigating Mayor Park, portrayed as a ruthless character.
