One day, an armored truck was attacked by a robbery gang, and 260 million yen in cash was taken hostage. During their escape, the criminals panicked and crashed into a large shopping mall, where they took up to 50 hostages. Reiko Usaki (played by Ryoko Yonekura) from the Special Investigation Team (SIT) of the Tokyo Metropolitan Police Department entered the scene to negotiate with the criminals.
