The story takes place in 19th century Korea, where a ship carrying tribute was burned in a fire on Donghwa Island. To investigate the truth of the incident, the court sends investigator Lee Won-kyu (played by Cha Seung-won) to Donghwa Island. Unfortunately, shortly after their arrival on the island, a murder occurs, with the victim's death being extremely gruesome and hard to look at. Soon, the murderer is apprehended, but the number of dead continues to rise, including the captured killer, indicating that the true culprit is still operating behind the scenes. Furthermore, rumors about the vengeful spirit of Commissioner Ahn, who died unjustly seven years ago, circulate, and now the victims are all closely related to that past event. Lee Won-kyu teams up with painter Doo-ho (played by Ji Chang-wook) to solve the case, but they struggle to find any leads.
