The film mainly tells the story of Chai Jin, the Little Tornado, who, along with his daughter Liang Hui Ying, lives incognito at the foot of Liang Mountain. However, their identities are discovered by the bandit Yang Xiao, who partners with County Magistrate Tang to seize the treasure. In the end, for their own interests, Yang Xiao kills Magistrate Tang and attempts to murder Chai Jin to cover up his crime, but is ultimately killed by Shi Liang Cheng and Chai Jin.
