Joe (Tony Lo Bianco) is a contractor whose son Nick (Vincent Spano) is slacking off due to his desire for independence. Meanwhile, two conmen, Bobby (Jace Alexander) and Chip, rob Maddy's electronics store, a heist orchestrated by the local thug Carl (John Sayles). Joe owns the property on L Street, but the mayor is pressuring him to demolish it, eager to develop the area in response to the prosecutor's pressure over government corruption. A member of the city council, Wun (Joe Morton), arranges for his relative Franklin to guard Maddy's electronics store at night. However, the robbery goes awry, and Franklin successfully captures Bobby and Chip, but Nick escapes. Meanwhile, on L Street, young Black men Desmond and Tito are harassed by corrupt cops. In frustration, Tito robs Professor Lace, who works with Wun's wife Lisa, in the park.
