Under the current legal system, criminals escape legal sanctions in various ways, leaving the people helpless. However, a mysterious masked figure known as "Yasha" suddenly appears, administering vigilante justice to those who evade punishment. Even the chairman of Run Year Enterprises cannot escape Yasha's justice. Officer Hua Qilun (played by Chen Xiaochun), returning to Hong Kong from the United States, is tasked with capturing Yasha, and he chooses the soon-to-retire officer Jie Ge (played by Ke Shouliang) as his partner.
