Scott (played by Casper Van Dien) was once a firefighter. This time, he teams up with a group of ecologists to head to an oil well, intending to hang banners with ecological slogans. Unfortunately, they went to the wrong place at the wrong time, where there happens to be a ticking time bomb set to explode in seconds! As Scott and the group hide, the bomb detonates, triggering a massive fire tornado! No one escapes the devastation caused by the fire tornado. It turns out that the oil well contained not ordinary fuel, but the MT-11 experimental fuel developed by Synco Corporation. Having narrowly escaped disaster, Scott and the others are then accused of creating a terror incident and are pursued by Synco Corporation. They must stop the fire tornado's rampage before Los Angeles is destroyed.
