Senior clerk Guo Jingzhong (Ling Yun), along with his wife Chen Meijuan (Liu Huiru) and sister Carrie (Jiang Shan), take a ferry to a remote island for vacation. Among the passengers are twenty-two street racers and nine female racers. They seek thrills through reckless driving and are thus known as the "Street Racing Gang." Each racer brings a motorcycle for the trip. The leader of the gang, Johnny, is a cold and ruthless young man. His brother, Michael, is arrogant, sadistic, and loves to cause trouble, also a member of the gang. On the boat, Michael sees the fit and sexy Carrie and starts to flirt. Johnny, noticing Guo Jingzhong's presence, stops Michael before things escalate. Upon reaching the island, Guo Jingzhong and the others head straight to a secluded villa owned by Carrie's boyfriend, Huang Siwei (Li Xiuxian). When they arrive, Siwei is out fishing by the sea. Guo Jingzhong then drives Siwei's car, taking Meijuan and Carrie for a spin in the countryside, but they are repeatedly harassed and pranked by the street racers, leaving Meijuan and Carrie frightened. As there is no police station on the island, and the water police only patrol once a day at nine in the morning, they are unable to report anything, especially since it's the weekend. That night, Guo Jingzhong, Huang Siwei, Meijuan, and Carrie gather in the villa to eat seafood while the street racing gang camps outside. With twenty-two males and only nine females, Johnny decides they will compete in racing skills to see who gets to pair up with the girls. Eventually, thirteen of Michael's group are eliminated, while the remaining racers and girls sleep together in tents. Bored, Michael and his friends head over to Huang Siwei's villa to cause trouble. Siwei and the others struggle to chase them away. Unable to take it anymore, Meijuan demands to go back the next morning. Siwei, hesitant to keep them, prepares to drive them to the dock for the early ferry, only to find that the tires of the car have been tampered with by the racers. Left with no choice, Siwei decides to use his speedboat but soon discovers it has been stolen by the racers. Siwei and Jingzhong then take a small wooden boat out to sea, intending to retrieve the speedboat, and confront the racers. Meanwhile, Michael seizes the opportunity and leads several racers into the villa. As a result, Meijuan is assaulted, and Carrie loses her life in a struggle with Michael. After the racers leave, Guo Jingzhong and Huang Siwei return to the villa to find the grim situation and are filled with indescribable anger. Siwei immediately takes a motorcycle and crashes into the racers' camp, knocking several of them down, but is hit in the head by a stone thrown by a racer during the pursuit of Johnny and Michael, stumbling back home where he dies. Upon learning that Michael has been involved in rape and murder, Johnny is shocked and quickly instructs everyone to keep silent and leave at once. At this moment, Meijuan, already driven mad by the situation, runs alone into the woods outside. Unexpectedly, Michael is there and upon seeing Meijuan, he becomes lustful and attempts to assault her. Luckily, Jingzhong arrives in time, knocks Michael unconscious, drags him back indoors, and ties him up to turn him over to the police the next morning. When Johnny and the racers reach the dock, they realize Michael has been captured and hurriedly return to stage a rescue. Jingzhong locks the door and refuses to hand over Michael. In response, Johnny and the racers launch an assault on the villa. Jingzhong uses various methods to keep the racers out through the windows and doors, triggering a heart-pounding battle of offense and defense. Just as the battle reaches its peak, the water police boat finally appears on the surface of the sea...
